That is NOT a Down syndrome baby. That is a china head doll and a very good one at that with real human hair. I'll bet it was made in Germany; all the best ones are German made.
If it were real it would wiggle. It would have had startle reactions when the was a burst of applause and screams as at the R Convention.
Real mothers hold their real babies face towards them, not facing away. And real babies tend to look towards their mothers much of the time.
